МОДЕЛИ ОБОРОННОЙ КООПЕРАЦИИ НА СЕВЕРНОМ И ВОСТОЧНОМ ФЛАНГЕ ЕС (ОПЫТ «НОРДЕНА» И ВИШЕГРАДСКОЙ ГРУППЫ)

В статье проводится сопоставление двух моделей субрегионального сотрудничества в области обороны, примененными на практике странами Северной и Центральной Европы. Выделены критерии сопоставления основных черт, определяющих общие характеристики развития оборонных инициатив, выдвигаемых такими субрегиональных сообществами как Вишеградская группа и Североевропейское оборонное сообщество (NORDEFCO). В частности, прослежен процесс развития оборонных контактов между странами входящими в эти группировки на протяжении последних двух десятилетий. Описаны конкретные проекты взаимодействия в данной области на современном этапе, успешные и неуспешные примеры совместной работы военных и военно-промышленных кругов из вишеградских и североевропейских стран. Определены его наиболее проблемные и перспективные сферы. Внимание также уделено процессу взаимной увязки европейской и евроатлантической интеграции, с одной стороны, и субрегиональным форматам сотрудничества – с другой. Отмечается, что субрегиональные оборонные проекты и программы не в состоянии конкурировать с проектами ЕС и НАТО и в настоящее время являются скорее дополнением к последним. В то же время, наметившиеся центробежные процессы внутри Европейского Союза, равно как и нарастающий в странах Запада евроскептицизм, способны стимулировать различные малые формы оборонного сотрудничества. В условиях возросшей неопределенности и неуверенности в перспективах «большой» европейской интеграции такие проекты «малой» регионализации имеют определенные шансы на успех.
