ВЛАСТЬ И СОБСТВЕННОСТЬ В КИТАЕ

Аннотация

Несмотря на то, что исторически Китай олицетворял собой «восточный» тип отношений между властью и собственностью, при котором всё в стране принадлежит верховному правителю, последние 35 лет это положение вещей стало меняться. Постепенно, шаг за шагом государство добровольно передаёт контроль над собственностью представителям различных групп. Этот процесс сопряжён со множеством проблем: правовой вакуум порождает рентоориентированное поведение части бюрократии, реформы зачастую выходят половинчатыми и не решают поставленной задачи. Тем не менее, процесс уже выглядит необратимым и, скорее всего, в ближайшее время приведёт к ускорению политических и социальных изменений в КНР.
