Зарубежный опыт реинтеграции территорий: выводы для России

Аннотация
Изучение реинтеграции территорий становится все более актуальным в связи с меняющейся геополитической повесткой и задачами, встающими перед российским государством. В статье приводится обзор отечественных и зарубежных исследований, посвященных вопросам интеграции и реинтеграции. Представленные работы разделены на две группы, в зависимости от уровня изучения – системного и личностного. На основе данного обзора предложена двухуровневая модель анализа реинтеграционных процессов в трех сферах – экономической, политической и культурной. С использованием данной модели в статье рассматриваются два случая в Новейшей Истории – вхождение Восточной Германии в состав ФРГ и продолжающаяся интеграция Гонконга в КНР. Выявленные различия в характере протекания реинтеграционных процессов подтвердили значимость выбора той или иной стратегии в каждом из элементов общественной системы, а также позволили сделать предположение о необходимости наличия как минимум одного элемента-катализатора для начала воссоединения.
Экономический фактор в обоих случаях выступал в качестве локомотива реинтеграции, в то время как культурный производил необходимый консолидирующий эффект. Наряду с этим в статье делаются предположения относительно перспектив дальнейших исследований и теоретической разработки проблемы.
