Инициативы SAGAR (Security and Growth for All in the Region) и IPOI (Indo-Pacific Oceans Initiative): формирование сферы безопасности Индии через региональное развитие

   Мировая система в настоящий момент переживает период трансформации и рефрагментации ‒ распада единого политического пространства на сферы влияния, образующиеся вокруг великих держав, которые с их помощью обеспечивают экономическую и военную безопасность. Индия при попытке сформировать собственную сферу влияния столкнулась с рядом проблем, основной из которых стало серьезное экономическое и военное отставание от Китая, пытающегося, как считают индийские элиты, добиться гегемонии в Юго-Восточной и Южной Азии и регионе Индийского океана. Чтобы парировать эти попытки, Индия выдвинула две концепции: «Безопасность и развитие для всего региона» (SAGAR) и «Индо-Тихоокеанскую инициативу» (IPOI). Статья посвящена анализу задач, которые Нью-Дели пытается решить при помощи этих концепций, и рассмотрению процесса их реализации. Автор отмечает, что и SAGAR (Security and Growth for All in the Region), и IPOI (Indo-Pacifi c Oceans Initiative) представляют из себя не разработанные стратегические документы, а типичное для индийского внешнеполитического дискурса «видение», позволяющее при необходимости включать в концептуальные рамки любые внешнеполитические акции, проводимые в регионе. При этом активная помощь, оказываемая Индией странам региона Индийского океана в рамках SAGAR (передача кораблей и вооружений, предоставление кредитов и оказание помощи во время пандемии COVID-19), демонстрирует, что Индия воспринимает эти страны как часть своей сферы влияния и пытается привязать их к себе политически и экономически. Напротив, концепция IPOI нацелена на формирование партнерских и неформальных союзнических отношений со странами АСЕАН и Австралией и представляет из себя «партнерство на основе общих проблем», предполагая добровольное участие стран Индо-Тихоокеанского региона в их разрешении. Автор приходит к выводу, что индийские региональные концепции представляют интерес для России, позволяя ей, с одной стороны, использовать индийский опыт для оформления своей сферы влияния, с другой ‒
участвовать в индийских инициативах.
